Justin Fulcher’s career has moved through several distinct chapters, from founding a telemedicine startup in Southeast Asia to serving inside the Pentagon, and his current focus reflects that same restless pattern of picking up new systems level problems wherever he happens to find them next in his working life.
He is now pursuing a doctorate in International Relations at Johns Hopkins SAIS, building on a Master’s degree in Nonproliferation and Terrorism Studies he earned earlier from the Middlebury Institute of International Studies out in California, far from either coast he had spent time working on before that point.
AN INVESTOR IN DEFENSE TECHNOLOGY
Alongside his academic work, Fulcher serves as a defense technology investor and adviser, focused on national security and defense modernization, an extension of the acquisition reform work he took on during his time at the Department of Defense under Secretary Hegseth and his senior staff there.
Asked what drives him at this stage, Fulcher said he has grown less interested in celebrating past outcomes and more interested in studying what endures, a comment that fits a career built around long running systems rather than single, isolated achievements or passing headlines.
